If USA Constitution had been in control police would have been restrained by having to follow all of USA Federal Constitutional Rights and Guarantees that are inherent within the entirety of the total framework of the United States Constitution. 

Police throughout United States of America do not follow nor respect USA Federal Constitution, we should all blame majority of USA Elected and Appointed Federal and State Judges and politicians for not upholding USA Federal Constitution Rights and Guarantees! 

They all have blood on their individual and collective hands for standing idly by while police everywhere viciously and savagely commit premeditated treason against USA Constitution. 

Yes I say treason because anyone who does not respect and obey USA Constitution is a foreign invader even if they had been born in the USA.

When People Become Radicalized:

Many well intentioned people associate themselves or officially and formally become members of anti crime neighborhood watch programs throughout The United States of America and Other Countries Around The World that slowly imperceptibly fall victim to evolving into extreme radical psychological emotional mental behavioral conditions that are fundamentally inconsistent and contrary to the proper functioning of anti crime activism principles of upholding the letter of law and the spirit of the law.

It is highly essential and imperative that everyone who is associated with any types and forms of organized anti crime activism activities be on their guard during their individual and collective anti crime watches for members who suddenly start to exhibit and present overt extremist public views that are entirety inconsistent and contrary to the reasonable self evident inherent ideals and principles of being associated with or belong to a anti crime neighborhood watch group or organization.

 People who suffer from various psychological emotional mental health problems often associate themselves or join neighborhood watch programs.

There are also people who support radical ultra extremist political ideological beliefs who find themselves drawn towards the delusional fascination of becoming the ultimate crime fighter with the absolute persuasive psychological power of the mind to compel other members of the public at large to adopt and follow their moral and political brand of specy of beliefs.

  Neighborhood Watch Programs unfortunately are easily compromised by people who often appear at face value to be upstanding law abiding citizens.

From time to time every anti crime based neighborhood watch program should make an attempt to begin to analyze each and every individual member's past and present presentment of overt publically exhibited and demonstrated psychological emotional mental behavioral demeanor that is solely directly relevant and pertinent to the proper functioning under both civil and criminal statutory laws of the anti crime activism neighborhood watch program's official and formal public declarative mission statement of intentions and purposes.

Learn To See What Is Really Happening: 

Human Eyes and Hears perceive more sensory data than the Human Mind processes. 

Neighborhood Watch Members need to develop a keen sense of passive observational surveillance activities. 

All the new state of the art security technologies cannot replace good old tried and true Human keen senses of observation. 

The would be person who is going to commit criminal acts often looks for fundamental flaws in overall security measures. 

Neighborhood Watch Members need to become aware of a person's specific psychological mental behavioral demeanor that usually telegraphs tell tale signs of impending criminal premeditated behaviors that are inconsistent with normal reasonable behavioral conduct. 

Although I am highly in favor of high tech electronic security devices that do in deed serve useful purposes of acting as deterrents to criminals. 

Electronic Security Alarms by themselves often can be easily defeated, locks and alarm systems only keep the honest person out, everyone needs to create an more flexible extended chain of proactive security measures. 

For instance Neighbors Watching Neighbors Houses, securing valuable chattel properties in away that causes the burglar to have to waste excessive extra time and effort in attempting to overcome physical obstacles including wall and floor safes and permanently secured hold down brackets. 

For a criminal perpetrator "Time Is Of The Essence" to collect and exit the burglary site. 

Any types and forms of overt perceived permanent security obstacles in place slow down the burglar's progress buys the property owner time. 

Do not advertise that you are an easy target for the amateur and professional burglar.  

Alter your daily routine, do not leave newspapers and other signs that you are failing to maintain your property.

Citizen Anti Crime Activists do possess an unofficial limited role of providing protection and service to their local neighborhood communities.
